From what I have read birthday celebrations originated in an Egyptian custom for celebrating that Pharoh their king now became a god when he was crowned king.
So since we have a commandment not to do the things that Egypt did. We may be able to count how old we are but not have a party for that day because that's what Egyptians did and we can't do that.
One issue is the celebration of self, which led satanists to call it their most high holy day.
Another issue is that putting candles on cakes originated with moon goddess worship. The cake is supposed to look like the moon when reflecting the candle light.
Making a wish while blowing out candles is bad of course.
But clearly our Hebrew ancestors kept track of their age. And the only way to do that is to mark and recognize the date of birth. So at a minimum there would be a mental acknowledgement. It is hard to imagine there was not also a verbal acknowledgement by those around the person.
So on the safe side we have verbal recognition and on the dangerous side we have self worship, or family member worship, and pagan traditions.
It is a very difficult question because there is a lot of room between those 2 extremes.
